农村公共产品提供中的资金筹集及运用探析——以台州市农村环境基础设施建设为例

The Provision of Public Goods in Rural Areas of Fund Raising and the Use of Analysis——Taking Environmental Basic Facility Construction in Taizhou for Example

农村环境建设是新农村建设的切入点,是重建农村公共物品供给和维护机制的有效突破口。文章以城市边缘区为研究区域,通过两村的调查,发现调查村环境建设存在资金供给不足、供给渠道比较单一和资金使用效率不高等问题,并结合新农村建设的主题提出建立和完善政府间的转移支付制度;建立多元化的农村环境公共服务供给机制;建立农村环境建设资金的监督机制,提高资金使用效率等对策。

The environmental construction in rural habitats is not only the key to constructing a new rural habitat but also the breakthrough of reconstructing the public supplying and maintaining system in rural habitats.The following essay focuses on the urban fringes based on the survey of two villages in whose environmental construction there is scarcity of supplying funds, the simple supplying channel and the inefficiency of using funds. A new solution put forward by studying the theme of constructing the new rural habitats is constructing and improving the system of governmental shift of payment,constructing the multi-supplying rural environmental system,supervisory controlling over and the perfectiong of using funds.
