缓速经济下中国种业环境与安全问题的思考

Seed Industry Environment and Security Concerns under China's Slowing yet Lasting Economy

通过对中国缓速经济的新命题下中国种业环境与安全状况分析,指出对外要堵住外国资本进入中国种业,对内要解决自身生产经营和管理中存在的问题,通过采取积极倾斜的扶持政策,推动种业整合重组和科研院所改革,完善产业链利益分配机制,开展政策性的种子保险,保障中国种业安全。

Under the influence of Chinese slowing yet lasting economy, China＇ s seed industry environment and security was analyzed. It was proposed that the foreign capital should be blocked to enter Chinese seed industry on one hand, and on the other hand, the problem of Chinese own production and management should be solved. In order to promote the seed industry restructuring and the reform of scientific institutes, positive support policies should be adopted to improve the benefits in the allocation mechanism of the industrial chain, as well as to carry out the seeds insurance policy with an aim to secure China＇ s seed industry.
