民族地区转移支付制度的分析与完善

民族地区转移支付制度是均衡地区财力,提升民族地区公共服务水平的重要手段,对于当地的经济、社会发展起到了积极作用,但时至今日仍然存在较多缺陷。为此,应该在界定中央与民族地区政府间事权的基础上,调整转移支付方式,增加直接覆盖的纵向资金传递路线,规范省以下转移支付制度,加强法制化建设,进一步完善民族地区的转移支付制度。

The system of the financial transfer payment is the important means to balance the financial resource and enhance the level of public services in the ethnic areas,it has played a positive role for local economic and social development, but there are still many flaws. In order to improve the present system, we should define the responsibility between central government and local govenmment, then adjust the way of the transfer payment,increase the longitudinal fund transmission mode,normalize the transfers of sub- province govemments, strengthen the legal construction.
