Build Regional Public S &T Innovation Service Platform Based on System Failure Theory——Take Zhejiang Province as an Example

从克服区域创新系统失灵角度出发,对区域科技创新服务平台进行界定,以浙江省平台建设为例研究促进区域公共科技服务平台有效运行的措施,通过重构科技创新主体、优化整体布局、区域公共科技服务平台建设与区域创新布局相衔接、提高平台的公共性与共享性、建立有效地平台运行机制、建立和完善我国科技创新法律保障等几个方面构建区域公共科技服务平台,使政府资源得到最佳效益的发挥。

Based on overcoming system failure in regional science and technology （S＆T） innovation, the paper defines the Regional S＆T Innovation Service Platform, and studies promotion measurements, taking Zhejiang Province as an example, so as to make the best use of the government resources by building the platform on reconstructing the innovation subject, optimizing the entire distribution, combining the platform construction with regional innovation arrangement, improving the public and sharing characters, establishing effective running system as well as developing the legal assurance.
