流域性洪灾防范及应急处置——以钱塘江流域为例

Flood Prevention and Emergency Management——A Case Study of the Qiantang River

浙江省大多数流域防御洪涝灾害的工程性措施未能得到全面实施,以及还有众多的小流域尚无防洪工程性措施,经过对钱塘江流域二个案例的分析,从工程性和非工程性措施建设的两个方面来研究具体实施流域性洪灾防范及应急处置。

In Zhejiang Province,the majority of engineering measures concerning the flood prevention and control have not been fully implemented and so do a large number of small rivers. Based o on these two facts, this paper analyses the flood prevention and control on the Qiantang River, taking two eases as examples from engineering and non-engineering aspects.
