摘要
新建本科院校面临组织机构、制度体系、教师队伍、学科专业、目标定位等一系列建设问题。同时负债多、资金缺、冗员过多又制约了学校的起步和发展。在管理人员配置方面应从实际需要出发,按职能定岗定员,不应与其他高校攀比,求大求全。配置的管理人员要防止产生行为目标的偏离,妨碍学校的发展。
The newly-established universities are faced with a series of problems concerning organization institution, institutional system, teaching staff, discipline specialty and target orientation. Besides, such factors as large debt, insufficient capital and too many supernumeraries have restricted the development of the newly-established universities. In terms of the allocation problem of administrators, we should fix the number of persons and posts based on actual conditions and avoid seeking larger scale and more comprehensive disciplines. The administrators should prevent their behavior from deviating and hindering the development of universities.
