摘要 一、引言 2008年6月10-12日,亚太经济合作组织(APEc)教育部长第四次会议在秘鲁首都利马市举行。这次教育部长会议的主题是:“注重质量的全民教育:学到21世纪所需的能力和技能”,为亚太地区的经济繁荣提供丰富和优质的人力资源。会议发表的《第四次亚太经合组织教育部长声明》明确提出:“21世纪每个学生必须掌握的核心能力和技能包括批判性思维、创新能力、分析和解决问题、终身学习、团队合作、自我管理和自学能力等。为了获取这些能力,就必须进行教育制度改革、整合知识、提高技术水平和转变学习观念”。 The ability of foreign language is an important skill in the 21st century, occupies an important position in the Asia-Pacific regional economic, political and social development. The 4th APEC Education Ministerial Meeting of APEC Education Ministers held in June, 2008 in Peru thought that language learning is one of the four priorities in 21st century, promoting the suggest of learning each other's languages. This meeting requested to support the Strategic Plan of Learning Foreign Languages in APEC. This paper tries to analyze the background, framework, content and implications of the Plan.
