论适合渔民需要的社会养老保险制度的建构——基于舟山渔区的调查

On the Establishment of the Old-Age Insurance System for Fishermen——A Survey Based on Zhoushan Fishing Area

渔民生存保障条件的恶化促使政府应尽快建立并推行渔民需要的社会养老保障制度。但在现阶段,渔民的社会养老保险问题既不可能与当地城镇社会养老保险制度接轨,也不可能依赖当地农村社会养老保险制度。因此,这一制度的构建应与当地经济社会发展相适应,以政府、集体和个人合理负担为原则,实行社会统筹和个人帐户相结合的管理办法,同时明确实施的范围和对象,明确渔民社会养老保险的待遇,并做好与其他社会养老保险的衔接。

Due to the deterioration of the living condition of fishermen, it is necessary for the government to establish and carry out the old-age insurance system which is suitable for fishermen. However, the current old-age insurance system can neither be brought in line with the urban social security system, nor can it rely on the rural social security program. It should be consistent with the contemporary local economic and social conditions, pooling together the resources of the government, collective and individuals, combining the social coordinated account and personal accounts, with specific scope and category of object of service. Finally, this special program should join other social security programs.
