摘要
根据汶川大地震后震中区几座大型水利工程的震害情况,阐述了水利工程抗震减灾取得的成效及其原因,指出了水利工程抗震安全工作的薄弱环节,强震监测工作在实际工程应用中存在的问题以及大坝强震安全监测中存在的模糊认识。利用计算机及网络技术,将信息远程传输和信息数据库管理的概念引入大坝强震监测技术领域,提出了大坝强震监测安全快速评价与决策支持系统的新思想,对系统的功能、基本原理、研究内容等宏观技术要点进行了论述,并指出了水利工程强震安全评价工作的发展方向。
Based on the damage of several large hydro-engineering structures at the quake center after Wenchuan earthquake, the following are identified: the achievement in disaster mitigation in hydro-engineering, the weak link in earthquake resistance and safety, the problems in the engineering application of strong earthquake monitoring, and fuzzy knowledge of strong earthquake safety monitoring for dams. A new concept for the system of fast evaluation and strategy support of dam safety in seismic monitoring is proposed, which employs in this area the computer and network technique for long distance transmission of information and database management. The function, principle and application of this system are further addressed. The trend of development of safety assessment of hydro-engineering structures under strong earthquake is also presented.
