“新农村”建设与农村环境污染问题初论

A Discussion about Problems of “Building a New Countryside” and Environmental Pollution

建设社会主义新农村是一项艰巨繁重的长期任务，随着农村经济的发展和新农村建设的推进，农村环境污染和生态破坏等环境问题日益突出，成为影响农村社会经济可持续发展的重要因素。十七届三中全会通过的《决定》把加强农村基础设施和农村环境建设列为重要内容，对新时期农村环境保护提出了新的更高的要求，表明了中央加强农村环境保护的决心。本文分析了新农村建设进程中的环境污染问题，并就加强环境保护，推进“社会主义新农村”建设的举措，提出了建议。

To build a new socialist countryside is a difficult and uphill task. With the advance of the rural economic development and building a new countryside, the problems of rural environmental pollution and ecological damage are increasingly getting conspicuous, and have become an important factor which affects the sustainable development of our rural society and economics. The decisions adopted by the Third Plenary Session of the Seventeenth Central Committee of CPC classify the construction of the rural infrastructure and rural environment as an important aspect, and puts forward some new, still higher requirements on the rural environmental construction, which makes clear the Central Committee＇s determination to strengthen the rural environmental protection. This essay analyzes the problems of environmental pollution during the course of the construction of a new countryside, and makes a fairly deep exploration of the moves to strengthen environmental protection and promote the construction of ＂a new socialist countryside＂, and society. The way out is to identify problems, analyze the causes and put forward countermeasures to solve the prolems in the new situations.
