在建设监理制下，做好建设项目档案资料管理具有重要意义。工程师单位代业主管理档案资料是基建体制改革需要，也是与国际惯例接轨。根据天生桥一级水电站工程实际情况，提出了文件材料归档范围，包括综合、征地移民、设计、合同管理、工程管理、竣工等９方面文件材料和归档要求。由于以施工单位和设计单位分类法组卷不利于业主在竣工后对工程运行进行管理，提出了按合同项目与专业相结合进行分类组卷的原则。

In the construction supervision system, it has profound significance for archives materials of a construction project to be managed well. Management of archives materials by a supervision unit for the owner of a project is the requisite for the reform of capital construction system, and also dovetails with international practice. According to the actual situation of the Tianshengqiao No.1 Hydropower Station project, the requirement for archiving and the scope of materials to be archived are proposed in this paper. These materials are involved in nine aspects of comprehension, land purchase and resettlement, design, contract management, engineering management, completion and acceptance of project, etc.. The principle for classifying and filing materials in accordance with contract project and speciality is put forward since classification and filing of materials in accordance with construction unit and design unit are unfavourable to the owners management of the project in its operation after completion of the project.
