我国提升产业国际竞争力的政策运作——基于多边贸易体制因素的思考

The Policy Operation of Our Country to Improve the Industry International Competitive——Based on the Multilateral Trade System Factor

政府政策是提升产业国际竞争力的一个重要因素。但是,不能忽略这类政策运作受到了国际经贸规范的众多约束。从WTO的相关规定来看,产业政策运作必须统一实施,不能充当贸易工具、行业垄断的扶植手段和过度行政干预的驱动力。而入世承诺文件又对我国产业政策运作有着众多约束,如补贴做法等。因此,我国至少应当建立四方面的分析思路来妥善处置产业政策运作这个重大课题。

The government policy is an important factor to improve the industry international competitive. But such policy operation is always restrained by the international trade regulation. Judging from the WTO relevant regulations, the Industrial policy operation must be put into effect in unit and can＇t to be the trade tools, the fostering method of industry monopolies and the driving force of the excessive administrative intervention. There are many stipulations which restrained our country＇s industry operation such as subsidies in the document of our country＇s entering WTO. Therefore we must establish at least 4 relevant analyses method so as to solve the industry policy operation problem.
