The access network construction of Shanghai Telephone Office has undergone 4 stages of development, namely investigation and research, network planning, implementation, and improvement and standardization. The optical fiber cable network has covered the government institutions, colleges and universities, hospitals, office buildings and high rises, newly - established residential areas, laying solid foundations for quickening the steps of economic construction, satisfying various user requirements, and expanding new telecom sen-ices.
