风暴潮灾害监测预警技术发展方向研究建议 被引量:4

摘要 风暴潮造成的直接经济损失居海洋灾害之首,介绍了风暴潮的成因,分析了我国在风暴潮监测预警自动化程度方面与发达国家相比存在较大差距,存在风暴潮常规监测和现场调查能力不足,风暴潮预警技术落后,很难准确预警预报等问题,针对存在问题,提出当前迫切需要开展的风暴潮灾害监测预警技术中的发展方向研究,建议建立潮灾数据库,发展浮标自动监测站研究,加强风暴潮常规监测,制订规范,重点开展风暴潮监测预警技术研究。 Direct economic loss caused by storm surge takes the first rank among all marine disasters. The author describes causes of storm surge, and finds that there is a great distance between China and developed countries in storm surge monitoring & early-warning automation level, and analyzes that there exists some disadvantages in ordinary monitoring and field investigation ability, backward early-warning technology for storm surge, and problems that can not make accurate early-warning and forecasting. Taking account of existing problems, that it is very urgent to carry out research study in development direction of disaster monitoring & early-warning technology for storm surge is put forward. Moreover, suggestions about establishing surge disaster database, conducting a study on developing automatic monitoring station for buoy, enhancing ordinary monitoring for storm surge, working out specification, and launching key research on monitoring & early-warning technology for storm surge are also given.
