新消防法施行后消防监督执法工作面临的挑战及对策

新《消防法》已于2008年10月28日颁布,将于2009年5月1日起施行,新《消防法》对建筑工程消防审核验收政策、推行火灾公众责任保险、强化消防违法行为的法律责任等作了较大幅度的调整,消防监督执法将面临较大改革,面对新形势、新任务及遇到的新情况、新问题,如何站在科学发展、社会和谐的高度,进一步加强和改进消防监督执法工作,更好地发挥消防监督执法功能适应社会主义市场经济发展和政府转变职能的要求是个重要和紧迫的课题。

The revised Law of the People＇ s Republic of China on Fire Prevention was promulgated on October 28,2008 and has come into effect since May 1, 2009, the construction inspection of fire policy, the implementation of public liability insurance of fire, strengthen the legal responsibility of the fire violations and other relatively large adjustments were greatly amended. It is urgent to carry on law enforcement reform and fire supervision in light of the new situation and the scientific development, and social harmony. It is also a new subject to further strengthen and improve the fire supervision and law enforcement work, and transform the function of the government to adapt the socialist market economy.
