公务员道德人格的培养与塑造,属于行政伦理建设的范畴。我们以加强行政伦理建设和公务员道德人格培养为目的,在调查研究的基础上,分析了公务员行政伦理道德中存在的问题,提出了加强行政伦理制度化建设、健全行政伦理监督机制、创设积极健康的行政文化以及发扬公务员的行政精神四个方面的举措。

The training and shaping of the moral personality of civil servant belong to the areas of administrative ethics. With the purpose of strengthening administrative ethics construction and training the moral personality of civil servant, by investigating we have analyzed the problems which in the official administrative ethics exists, proposed four measures-- strengthening the system construction of the administrative ethics, perfecting the supervising mechanism of the administrative ethics, creating the positive and health administrative culture, carrying forward the administrative spirit of civil servant.
