世界正处于转折性的变革期,世界秩序也随之而变革与重构,中国的国际角色也随着世界秩序的变迁和综合国力的提升发生着相应的转换。包含政治、经济、文化、安全、环保五方面世界新秩序内容的"和谐世界"范式,是新型国际关系的政治构想,是以"和"为核心价值观构建的一种政治文化和国际秩序方案,是当代中国自身国际角色的定位坐标和实现路径。

The undergoing transformation of the international structure is leading to a reconstruction of the world order in the post-cold war era, and China has to readjust her international role in accordance with the changing world order and with her steadily growing overall strength. The paradigm of ＂harmonious world＂ provides not only a new option for the prospective world order in terms of politics, economy, culture, security and environmental protection, but also a strategic approach to define and effectuate China＇s new international role as a peacefully rising power.
