高等学校预算是国家预算的重要组成部分,是高校进行各项经济活动的前提和根据。从预算编制的原则和方法看,当前高校预算管理存在一些问题,应加以改进。

The university budget is an integral part of the state budget and is a prerequisite and basis for the university to carry on various economic activities. The paper holds that there exist some problems which must be dealt with in terms of the principle and the method of drawing up the current university budgets.
