公平与正义:现代化进程中公共政策的价值回归——从“停运事件”说起

Fairness and Justice:the Value Regression of Public Policy

公共政策是对社会资源进行的权威性分配,意在通过公共利益的追求实现社会的公平与正义,促进社会秩序的稳定。通过对重庆、湖北十堰等地的"公交停运事件"的剖析,本文认为,现代化进程中存在的效率优先但没有兼顾公平、利益多元化、精英决策机制等导致了公共政策价值取向的偏离,要通过完善决策信息的公开制度、完善公共决策方案的听证制度、拓宽公民参与决策的渠道、强化政策过程的问责机制等措施实现公共政策的价值回归。

Public policy is the authoritative distribution of social resources, which is helpful to realize social fairness, justice and stability. Through analyzing the strikes of taxi and bus drivers at Changqing and Shiyan, Hubei, this paper concludes that the factors such as priority to efficiency without consideration to fairness, diverse interests and elite decision - making mechanisms have led to the departure from the values of public policy. In order to realize the values regression of public policy, we should improve information disclosure and heating system, widen the channels for citizen participation in decision - making, and strengthen the accountability system.
