城乡基本公共服务均等化:价值、困境与路径

Equalization of Basic Public Service in Rural and Urban China:Values,Straits and Routes

针对我国经济社会发展中的城乡基本公共服务不均衡问题,传统的城乡"分治"、"分立"和"分割"型公共服务治理方式已经难以做出回应。建构城乡统筹的合作协调机制、实现公共服务善治,是亟待解决的现实课题。本文立足于城乡基本公共服务均等化的价值分析,对城乡基本公共服务差异化的症结与困惑进行了解读,提出构建以公民为中心、以均等化为目标的城乡一体化公共服务治理体制和机制。

The traditional separate public service providing between rural and urban cannot response to the imbalance situation between rural and urban areas in China＇s economic development. Constituting a coordination regime with general program both in city and countryside in order to fulfill good governance of public service is a practical issue. Based on the value analysis of the equalization of basic public service in city and countryside, the essay examines the obstacles and imbuement of differential services, and proposes an integrated public service providing system with citizens as the center and equalization as the goal.
