政府视角下的电子政务服务外包影响因素分析——以成都市为例

Analysis of the Factors Influencing the E-government Services Outsourcing:the View from Government——A Case Study of Chengdu

随着我国信息化发展水平的不断提高,电子政务服务外包市场正逐步形成,并在我国电子政务建设中发挥着越来越重要的作用。本文在对成都市93个不同政府部门进行调查的基础上,利用AHP构建了电子政务服务外包评价模型,并对影响电子政务服务外包的因素进行了排序,结果显示:政府意愿因素是影响电子政务服务外包的关键因素,其次为合作关系、管理因素和承包商选择因素。

With continuous development of China＇s information technology, E -government services outsourcing market is gradually taken shape, and is playing an increasingly important role in E- government construction of China. Based on investigation on 93 different government departments in Chengdu, this paper uses AHP to build the evaluation model of the E - government outsourcing, sorted out and prioritized all the affected factors. The results showed that the factor of the governmental will was the main impact to E -government services outsourcing, followed by cooperation relationship, management and contractor selection factors.
