完善行业协会内部治理结构的探讨

On Improving the Internal Governance Structure of Trade Associations

行业协会作为沟通政府与企业的非政府组织,作用日益重要。但目前我国的行业协会存在着自身定位偏向政府或企业的问题,独立性不足,内部治理结构不完善,导致行业代表性与共同利益处理环节薄弱,发展受限。本文认为,能否代表会员的利益和服务职能是否充分履行,是评价行业协会治理结构的两个标准。加强秘书处专职制、会员代表大会制和会长择优机制三方面的建设,可成为行业协会内部治理结构完善的有效途径。

As a connection between the government and enterprises, trade association is playing an increasingly important role. However, China＇s trade association has its own preferred position of government or business, which leads to the lack of independence.Coupled with the imperfection of the internal governance structure, trade association in China is weak in representing the whole industry and the common interests. And its development is limited. There are two standards to evaluate the management structure of trade association. One is whether the trade association can represent the interests of members, another is whether its service functions can be adequately performed. To intensify the construction of full - time secretariat system,member congress system and chairman selection mechanism, can serve as effective ways to improve internal governance structure of China＇ s trade association.
