Study on the Causes and Coping Strategies against Emergencies Threatening Universities' Public Safety

高校校园中各类突发公共事件的发生,给高校的公共安全带来巨大的压力和挑战。高校突发事件具有不可预测性、迅速扩散性、潜在威胁性以及后果严重性等特征。应对危害高校公共安全的突发事件,首先必须树立"危机管理"的理念,按照以人为本、预防与应急并重、教育与管理相结合的原则,加强高校公共安全的法律支撑、科技和资金支撑、人才支撑等方面的工作。

Various of public emergencies in campus take huge pressure and challenges to universities＇ public safety. Universities＇emergencies have some characteristics, such as unpredictability, proliferation, potential threats and severity of consequences. In order to cope with emergencies threatening universities＇public safety, staffs must adhere to the concept of crisis management,and stick to the principles of people oriented, equal importance to prevention and response, and combination of education and management. Besides, it is very important to strengthen legal support, scientific and financial support, and talent support to universities＇public safety.
