在对人的自由发展的实现及其实现的程度起影响的诸多因素中,制度是直接的决定因素。制度是实现人的自由发展的社会工具,因而人的自由发展是可能的。在制度环境中,实现人的自由发展的重要前提是:制度一定要与人的自由发展的水平和要求相匹配。制度创新则能在最大限度内保证制度与人的自由发展的水平和要求的匹配,使人的自由发展由理想转变为现实,推动人的自由发展向更高层次提升和超越。从中国制度现代化建设的现状来看,我国正进入又一个人的自由发展的春天。
