财政转移支付对地方财政供养人口规模控制努力程度的影响研究——以河北省为例

The Research about the Impact of Fiscal Transfer on the Level of Effort of Controlling the Scale of the Local Fiscal Dependents——Take Hebei as an Example

通过对河北省各县财政数据的实证分析,在测算各县财政供养人口规模控制努力程度的基础上,建立了财政转移支付对地方财政供养人口规模控制努力程度的影响模型。认为在某种程度上上级的财政转移支付刺激了地方财政供养人口规模的膨胀,并提出改革财政转移支付资金分配政策、改变预算编制模式等政策建议。

The paper made an empirical analysis of the data of Hebei counties. On the basis of calculating the level of effort of controlling the scale of local fiscal dependents,a model of the impact of fiscal transfer on the level of effort of controlling the scale of local fiscal dependent has been built. It showed that fiscal transfer stimulated the local growth of fiscal dependents to some extent. We should reform the policy of fiscal transfer and change the plan mode of budget.
