中国行政问责的制度化建设探索

Systematic Construction Exploration of Administrative Accountability

行政问责在中国登陆已有五年之久,进入2008年后,问责风暴越刮越猛,但效果却不尽如人意,安全事故、公共卫生事故等并未减少发生频率。分析我国行政问责制度化过程中亟需解决的规范化、程序化、民主化、透明化等问题,并运用制度经济学的理论考量问责制度的变迁所需付出的实验成本和实施成本以及道德成本,我们主张即使要承担较大的成本支出和风险,也要继续加强行政问责的制度化建设。

Administration accountability has been in China for five years. The storm of administration accountability has been stronger since 2008 . But the effects are not satisfactory. The frequency of safe accident and public health incident has not decreased. The article analyses the urgent problems of standardization, sequencing, democratization, transparency with regard to institutionalization process of administration accountability. Also, the article uses the theory of institutional economics to analyze the experimental cost, implementation cost and moral cost of institutional change . It maintains that administration accountability should be strengthened even though it will undertake bigger cost and risk.
