2008年下半年以来，国际金融危机愈演愈烈，农业农村经济受到的冲击不断加深。首先是农业稳定发展和农民就业增收非常困难，进而影响农民消费水平的提高，最终影响我国扩大内需方针的落实，影响经济平稳发展和国家长治久安。具体表现在以下在几个方面：农产品价格持续、全面、大幅下跌；民工就业率大降，农民增收问题日益严峻；农产品出口规模大幅下降，农产品贸易逆差进一步扩大；乡镇企业、农产品加工业和依赖出口的中小企业发展困难加大。

Since the second half of 2008, the international financial crisis intensified, its impact on agriculture and rural economy has been deepened. It is very hard to maintain steady development of agriculture and farmers＇ income. Thereby affects the level of farmers＇ consumption, and ultimately affects the implementation of the principle of increasing domestic demand, and further more affects the steady economic development and national long-term stability. The impacts are specifically manifested in the following areas： a comprehensive, sharp fall in agricultural produce prices; significant drop in the employment rate of workers, difficulty in farmers＇ income increase, a substantial decline in agricultural exports, further expanding of agricultural trade deficit; township enterprises, agricultural product processing industry and rely on exports increased difficulties in the development of SMEs.
