This paper designs and implements the colleges and universities scientific and technological innovation MIS based on multi-agent. The system has the intelligent function modules of researcher management, asset management, system management, etc. Each function module of the system is introduced in detail and the problems to be paid attention to in the process of system implementation are put forward.
