当前不和谐的"村两委"关系已成为村民自治发展的"瓶颈"制约,而制度性因素是限制"村两委"关系和谐的根本性因素。制度建设是实现两者关系和谐的根本性出路,须要进行"村两委"权责制度化、规范与健全相关文本制度、兼顾必要的制度建设环境。

The disharmonious relationship between ＂ the two committees of the village＂ has become a recognized problem of the development of rural politics. This article defines the restrictive factors as the unbalanced interest gaming under the fuzzy boundary of power, the unreasonable in- tervention from township in specific affairs of the village, the negative restrict of the traditional po- litical culture, the influence of imperfect laws and policies, which is helpful to the construction of democratic politics for the new socialist countryside.
