The Supply Means of Public Goods in Rural Areas in the New Rural Construction

建设社会主义新农村是我国现代化进程中的重大历史任务,要顺利推进新农村建设,应着重解决好农村公共产品的供给问题。但是,我国农村公共产品供给总量不足,结构失衡,效率低下,已经成为制约广大农村地区经济快速增长的主要因素。因此,要通过建立城乡一体的公共产品供给制度,合理划分各级政府的财权和事权,改革农村公共产品的需求表达机制和科学的决策机制,加强对农村公共产品供给资金的管理和监督等,加快社会主义新农村建设。

Constructing a new socialist countryside is a major historic task in Chinese moderniza- tion. In order to promote the new rural construction, rural areas should focus on solving the prob- lem of public goods supply. However, there is insufficient total, structural imbalance and low efficiency in the supply of public goods, which are the main factors constraining the rapid economic growth in the majority of rural areas in China. Therefore, we should establish integrated urban -- rural supply system of public goods, assign reasonably the property and power at all levels of gov- ernment, reform the mechanism of needs expression and scientific decision--making of rural public goods, and strengthen management and supervision on the supply funds of public goods, thus accelerating the construction of new socialist countryside.
