This paper, under the guidance of the scientific outlook of development, attempts to discuss the issues of emancipating mind, changing ideas and seizing three key links in personnel work as personnel introduction, training and utilization, i.e., choosing the right person and putting him or her in right position, making personnel development policy, paying attention to investment in personnel and forming a healthy environment to attract and use talents and for them to grow.
