Under the leading thinking of scientific development, Shenzhen is challenged to build advanced international city and to update its capability in comprehension competition. The paper focuses on how to improve city of Shenzhen in good cooperation with city of Hong Kong. Shenzhen should present its positive and active aspects in all kinds of fields and positions, and set up an innovation circle and Shenzhen-Hong Kong international metropolis as well.
