摘要
公务员援助计划(EAP)是一项旨在防治公务员身心问题,提高行政效率,推动行政管理体制改革的现代人力资源管理方法。政府对EAP的现实需求以及EAP服务技术的成熟使其在政府部门的引入和实施变得迫切和可行。我国公务员援助计划宜采用外主内辅模式、共同委托模式和联合模式交叉运用的实施模式,在具体操作上,政府部门运行公务员援助计划需要从引入前的准备、EAP的具体实施和后期评估三个环节入手。
Civil servants Assistance Program is a modern Human Resource Management approach for preventing Civil servants from psychosomatic problems and curing it, improving administration efficiency and then promoting public administration institutional reform. It turns to be urgent and feasible that leading EAP into government as it is an actual demands and its service technology has become mature. This paper analyzed the cause of carrying out EAP, researched on its executive mode, and then proposed the mode of dominating outside, assistant inside, cross application of jointly delegation and unite mode. At last, this paper elaborated the definite operating methods of EAP.
