摘要
现今，医疗行业仍然整体挣扎在利益漩涡，冗杂的利益长链继续扮演着药价虚高的主凶。早在2007年，宁波便已全面展开药品制度改革。宁波市政府围绕着导致药价虚高的关键环节，进行了务实而系统的改革规划。药品采购招标和廉价药物制度是宁波医改的主体框架，也是宁波药改扎向药价虚高的两把利刀。
The two reform p0licies about pharmaceutical circulation institution--pharmaceutical bidding and cheap medicine institution--was once a couple of comrade in arms,fighting together for lowering the medicine cost of Ningbo's people. However,after no more than two years,they are now standing in two different worlds.
