新医改政策出台之前，宁波市已经部分实现甚至远远超出了新医改实施方案的近期重点工作目标。现在，宁波市又在谋划医改的新思路、新举措。在美丽的沿海城市宁波，本刊独家专访了宁波市卫生局局长张乐鸣。
