摘要
在2008年9月至1月为壳牌中国勘探与生产有限公司施工的石楼北区块NSL-01井生产过程中,根据甲方要求及结合自身队伍经验,制定了相应的HSE控制与管理方案,其中包括工程施工安全理念、场地安全要求、入场注意事项、工作许可制度、施工现场消防及人员救护、环境保护、道路运输及营房建设等内容。由于井队严格执行HSE控制与管理方案,该井施工过程中未出现任何不安全事故,得到了壳牌公司的认可。
Abstract： During the September 2008 to January 2009 production process of Shilou north block NSL-01 well for Shell China Exploration ＆ Production Co. Ltd., based on first part request combined with self experiences, constituted corresponding HSE control and management scheme, including project construction safety ideology, site safety requirements, matters need attention after admitting, permit to work system, construction site fire fighting and personnel rescuing, environment protection, road transportation and in-quarter construction etc. Since the drilling crew carried out the HSE control and management scheme to the letter, any insecurity accident has not been happened, and affirmed by the Shell Company.
