Kennedy administration formed its own poli- cy of the second Berlin crisis which claimed that US must seek for negotiation with Soviet Union by keeping military pressure. On the one side, this policy didn＇t deviate from the tradition of the US＇s foreign policy, on the other side it marked by Kennedy＇s view.
