地方政府参与城市和谐社区发展进程中的运行模式分析

On moving mode of the local government participation in the process of city harmonious community development

指出政府参与社区发展是政府社会管理职能的具体体现,也是非原生型社区建设发展的实际需要,而政府在参与社区发展中存在的诸多问题又成为城市和谐社区发展的极大障碍;提出地方政府在转变政府职能、变更政府管理方式的基础上,要向社区提供组织、政策和财政上的支持,逐步实现政府参与社区建设的目标,即社区自治和政府公共管理社会化的实现。

The article points out that governmental participating in community development is the actual manifestation of social managing function of government as well as practical requirement of unoriginal community construction. But many problems of government participation in community development become a major obstacle that impedes the development of city harmonious community. Therefore, the article points out that the local government give a support to community in organization,policy and finance on the basis of transforming its function and its managing method, and gradually achieve the goal of its participating in community construction---community itself--government and socialization of public management.
