International political environment is not only the basis of a country＇s domestic and foreign policies, but also a key factor of its development. International political environment in Northeast Asia has great significance for regional economic cooperation. The region of Northeast Asia is undergoing three great changes in the global system. Namely, globalization, modernization and the shift of the core power in international system. These changes affect the relations among countries in the region and the pattern of the region directly. Moreover, globalization and the evolution of international system and national relations have an important impact on regional cooperation.
