In order to reach the goal established by the No Child Left Behind Act, changing the situation that elementary and secondary students have shown low academic performance, American government has taken the improvement of basic edueation teacher quality as the main objective of the new education re- form through using a series of important measures, which include promulgating and implementing the Highly Qualified Teacher Act, starting the Teacher--to--Teacher Initiative Project, creating an e- Learning professional development platform, building the open teacher hiring system and awarding the outstanding teachers who have made remarkable contributions to the filed of basic education.
