摘要
提高政府管理绩效是政府始终追求的基本目标之一。近年来的管理实践证明,平衡计分卡可以有效地提高政府部门的绩效管理水平,更是给政府部门绩效管理提供了全新的理念和思路。建立科学合理的政府绩效评估指标体系和评估机制,则是平衡计分卡在地方政府绩效管理中得以成功应用的重要前提,也是平衡计分卡在实践中的难点。通过平衡计分卡在地方政府绩效管理应用中的绩效考核指标的设计与权重的计算,有助于地方政府客观的把握了绩效改善的原因和方向,以实现地方政府的战略目标和愿景。
One of basic goals pursued by the government is to increase performance management. Recent practice shows that balanced scorecard can increase performance management of the government effectively and provide newly concept and thought. The important prerequisite and difficulty applying balanced scorecard in practice are to build scientific and reasonable evaluation index system and mechanism of government performance. The design and calculation of balanced scorecard on performance indicator in performance management will help local government master the reason and direction of improving performance management and realize their strategic goal and desire.
