China＇s sailing culture in recent decades could inspire Chinese from generation to generation deeply with its rich accumulation, deep root and unique charm,which is mainly related to the pioneers who had strong spirit of patriotism, innovation ,and talents cultivation. The paper is based on the explanation of the cultural implication of maritime administration. It puts forward that, in order to preserve our characteristics in international exchanges in the context of globalization, it is essential to mold spirit of cities. There is no doubt that it has great signification for building a distinctive city.
