党校是培训轮训党员领导干部的主渠道,是党的哲学社会科学的研究机构。长期以来,县级党校在同级党委的领导下,围绕党和国家的工作大局,结合本地经济社会发展的需求,精心开展党员干部的培养、培训工作。新时期,党校如何更有效地提高当地党员干部的思想、业务素质,提高干部培训效果成为县级党校的新课题。

Communist training schools offer a majority of programs for training communist officials. Moreover, they undertake academic researches on philosophy and social sciences. The paper focuses mainly on communist training school at county level. It recognizes that under the communist leadership of local government and centered on the major tasks of the party and state government, the local governments of counties have geared the training and education of communist officials to the requirements of local economic and social development. However, at new times, how to enhance the official＇s political quality, competence and the effectiveness of training has become a major subject of research in communist training schools.
