论社区矫正志愿者资源调度平台的构建

On Construction of Community Correction Volunteer Resources Dispatching Platform

社区矫正试点工作开展以来,社区矫正志愿者服务在政策保障、人员、经费等方面存在着诸多问题,构建社区矫正志愿者资源调度平台是解决问题的关键。以社区矫正志愿者协会为核心,以国家财政资金和社会捐助资金为保障,以三类志愿者为基础,有助于实现志愿者资源的最优化配套。在调度平台的构建过程中,通过消除影响社区矫正志愿者服务的外部和内部不利因素,完善相应的配套措施,有利于促进社区矫正志愿者服务工作在中国的深入开展,最终实现社会的和谐、稳定和发展。

There are lots of problems on community correction volunteer service from the development of experimental job of community correction, such as policy guarantee, personnel, funds, etc. It＇s critical to construct dispatching platform of volunteer resources. Based on the core of community correction volunteer association, guarantee of financial funds and social donation, and foundation of three types of volunteer, it＇s helpful to optimize the allocation of volunteer resources. During the process of construction of dispatching platform, it should eliminate the harmful external and internal factors which ＇affect the volunteer service, then perfect the complementory measures. Furthermore, it＇s beneficial to the promotion of thorough development of community correction volunteer service in China. Finally, it will realize the social harmony, stability and development.
