关于提高非战争军事行动铁路军事运输保障能力的思考

Research on Improving Supporting Capability of Military Railway Transportation Under Military Operation Other Than War

根据完成多样化军事任务需要,分析了非战争军事行动铁路军事运输保障的特征,论证了暴露出的应急保障指挥效能相对不高、应急铁路输送保障能力相对不足、应急组织技术相对薄弱、应急运输组织存有盲区和线路抢修保通能力相对不强等问题,研究提出了完善一体联动的应急机制、建立平战一体的指挥体制、解决部队铁路输送制约因素、健全应急输送教育训练体系和优化铁路交通保障资源配置等对策建议。

According to the need of multiple military tasks, this article analyzes the character of railway military transportation supporting in other than war activities, demonstrates the problems of low command efficiency, deficient supporting capability, weak organizing technique, blind spot while delivering and incompetence of emergency repairing relatively, presents the suggestions of accomplishing intact and interlocking emergency mechanism, establishing command system which is adaptable of war and peace time, resolving the bottleneck in railway delivering, strengthening emergency delivering training and optimizing resource deployment of railway supporting.
