摘要
价值冲突是公共行政领域的一个普遍现象,解决价值冲突是行政人员的基本职责之一。行政伦理妥协以择恶弃善、择小善弃大善为基本表现形式,是行政人员面临价值冲突时的一种特殊的行为选择。从起源上来考察,行政伦理妥协的存在有其客观的必然性与一定的合理性,然而它却真切地威胁着行政系统的良性运行。减少乃至消除这些冲击,关键在于通过提高公共行政人员的素质以及创设良好的外部条件,内外兼施,实现对伦理妥协的超越。
Value conflict is a common problem in public administration. To dispel value conflict is one of the basic duties for administrative personnel. When facing value conflict, some administrative personnel would take a special action called ethical compromise, which means to choose badness rather than goodness or to choose small goodness rather than big goodness. Viewed from its origin, ethical compromise is of some kind of inevitability and rationality, but it will surely threaten the normal running of administrative system. In order to dispel the value conflict, the key work is to improve the quality of the administrative personnel and to create good social surroundings to surpass ethical compromise.
