建设节约型社会,必须充分发挥党政机关的作用。因为党政机关是建设节约型社会的主导者:建设节约型社会是政府的一项重要经济职能,党和政府是建设节约型社会的思想指导者、体制设计者、政策制定者、行动推动者及表率。因而,建设节约型党政机关显得尤为重要、尤为迫切。

Government departments should play an important role in the construction of an economizing society. They are the leading organs in this movement： It is one of their economic duties to build an economizing society; they act as idea guider, system designer, and policy maker; they play an exemplary role to push forward this movement. Therefore, to make themselves economizing is particularly urgent and important.
