黑龙江垦区养老问题具有复杂性,应从多个层面、系统地解决该问题。从完善养老保险制度层面,要对制度变迁成本进行分担与化解,并对非正式制度进行引导与推动;从深化政府改革层面,应理顺"条"与"块"的关系,同时,政企分开改革要因时制宜;从开展社区工作层面,要做好老人的卫生、保健工作,要积极组织、帮助老人发挥余热,最关键的是要成立社会保障委员会;从挖掘垦区特殊资源层面着手,既要发动自愿者开展助老活动,又要开展社会捐助工作;从发挥个人的主体性层面,要积极促进个人储蓄养老,增强老人的生活信心。
