邵怀高速雪峰山隧道群安全管理问题研究

A Study on the Sapety Management of Tunnels in Xuefeng Mountain on Shaoyang-Huaihua Highway

隧道结构复杂,环境密闭,空间狭窄,能见度不佳,空气流通不畅,在运行管理不到位和车流大、车速快的情况下,容易发生交通事故和其他安全事故。雪峰山隧道群因安全保卫职能分工等很多问题未明确和解决,有关工作难以落实。雪峰山隧道群安全管理成了亟待解决的难题。本文通过分析雪峰山隧道安全管理面临的问题,探讨隧道安全管理的内涵及责任归属,提出了确定隧道安全管理具体责任部门的设想。

The structure of tunnels is complex with airtight environment, narrow space, low visibility. Traffic accidents are easy to happen without effective management of tunnels, especially with large traffic flow and high speed. The safety management of tunnels in Xuefeng Mountain has become an urgent problem to be resolved. The article, based on analyzing the problems existing in the safety management of tunnels in Xuefeng Mountain, explores the connotation and responsibility distribution of tunnel safety management, and puts forward tentative idea of determining responsibility departments of tunnel safety management.
