试论建立国家和省宏观调控体系的基本思路和对策

On the Basic Thought and Measures of Establishing Macro-Control Economy System in the State and Provinces

本文认为宏观调控是政府的主要经济职能,从我国的具体国情出发,我们应建立国家和省两级宏观调控体系,而不宜由中央一级调控。在宏观调控中,很重要的是要建立以产业政策、地区发展政策和社会发展政策为主体的调控手段,制订出具体的切实可行的实施办法,并相应建立、健全宏观调控组织机制。

The thesis holds that the marco-controled economy is the main economic functions of gov-ernments. We, form China's concrete conditions, chould establish two-leveled marco-controledeconomy system by the state and provinces. It is not appropriate to be controled by the central gov-ernment. In the macrocontroled economy, it is very important to establish control measures, takingpolicies of the industry, the regional development and social development as main body and tomake concrete, feasible practical measures, as well as to continuiously establish and promote theorganic system of the macrocontrol.
